Introduction to the International Small Hydropower Center


The International Small Hydropower Center is a public institution directly under the Ministry of Water Resources. It is located on the bank of the beautiful West Lake and covers an area of 1.8 hectares. The International Small Hydropower Center is also the headquarters of the International Small Hydropower Organization (International Small Hydropower Federation) and the United Nations Industrial Development Organization International Small Hydropower Center.


In 1994, the United Nations Industrial Development Organization, the United Nations Development Program and other international organizations and the Chinese government jointly initiated the establishment of an international small hydropower organization with more than 200 members from more than 60 countries through multilateral consultations among member organizations. Its secretariat is the International Small Hydropower Center, located in Hangzhou, China.


At the 19th meeting of the UNIDO Council held in May 1998, Long Yongtu, the head of the Chinese government delegation, proposed that the International Small Hydropower Organization was approved to grant UNIDO advisory status after voting by representatives of the participating countries.


In 1999, according to a message from the Ministry of Foreign Trade and Economic Cooperation, the Ministry of Water Resources, the Ministry of Foreign Affairs, and the Ministry of Finance, the leaders of the State Council, Premier Zhu Rongji, Qian Qichen, Vice Premier Wen Jiabao, and State Councilor Wu Yi approved my country as the host country of the International Small Hydropower Organization. The International Small Hydropower Organization is the first international organization headquartered in our country.


In 2007, the Ministry of Civil Affairs approved the International Small Hydropower Organization to register with the Ministry of Civil Affairs under the name "International Small Hydropower Federation". The International Small Hydropower Federation is a social organization with independent legal personality in China, and the business unit is the Ministry of Water Resources.


After the establishment of the International Small Hydropower Organization, it has continued to expand the international influence of my country’s small hydropower, and has established extensive contacts with various provinces and cities across the country. Nanjing Nanrui Innovation Base has also provided foreign experience for the further development of my country's small hydropower, creating a new South-South cooperation model of tripartite cooperation among developing countries, developed countries and international organizations.


In 2000, the Party Group of the Ministry of Water Resources approved the establishment of the International Small Hydropower Center, an institution directly under the management of the Ministry of Water Resources, and approved by the editorial board of the Central Committee. In March 2005, the center’s three-set plan was approved.


Since its establishment, the center has been engaged in non-profit public welfare activities, and has always adhered to the development direction of social welfare services. With the help of social forces such as the United Nations, member states and local provinces and cities, it has developed itself. After more than ten years of hard work, the center's cause has been A greater development. At present, the center is mainly responsible for multilateral cooperation, South-South cooperation and small hydropower project assistance work for developing countries entrusted by it. In China, as a public institution directly under the Ministry of Water Resources, it undertakes the tasks entrusted by the Ministry of Water Resources and the relevant state departments, and conducts management in accordance with the relevant national institution management regulations. After more than ten years of development, the center has conducted useful explorations and practices to deepen South-South cooperation and promote China's water conservancy to the international stage.
